Floods in heavy rains. Tack wood batten strips over open cracks. Tack wide strips of tire tube around edges of doors. To divert water from cracks at the top of the doors, nail 1" by 1" strips of wood to the bulkhead just above the doors. The strips should form a V pointing upward toward wall of house.

If water is coming through around the bottom edges of bulkhead, pull soil away from it so that the top of the masonry opening is at least 2" above ground level.
