Leaks around edges. Chip out cracked, soft, and crumbly concrete with a cold chisel. Blow out crumbs with a vacuum cleaner hose. Fill crack with asphalt roofing cement or hot waterproofing pitch.

Leaks all over floor. This is a big job. Individual cracks can be filled as above, but an entirely new surface is probably indicated. Call in a masonry contractor.
