Collar frayed. You can turn over the collar if it does not have pockets for stays on the underside. But it is better to buy a new collar at a notions counter. Carefully rip the collar from the neckband (tiny stitches are easily cut with a razor blade). Do not open seam beyond ends of collar. Fold new collar in half and mark center with a pin. Fold neckband in half and mark center with a pin. Insert collar in band, making sure pins are in line. Pin ends of collar to band. Then put in a whole row of pins from one end of collar to the other, and then baste. Make sure that basting stitches go through both sides of neckband as well as collar. Remove pins and carefully stitch collar to band on a sewing machine.
Cuffs frayed. You can turn French cuffs, but it is better to replace all cuffs with new ones from a notions counter. Rip off old cuff. Insert sleeve end into top of cuff. Pin, baste, then stitch on sewing machine like a collar.
Holes. Patch with press-on mending tape.
