Bottom edges of cuffs frayed. Easiest solution is to cut stitches at side seams and rip stitches that tack down end of fabric inside of trouser leg. Cut about 1" from end of fabric. Now make a new cuff that is about 1" narrower than the original one by pulling down the outside layer of fabric 1", pressing top of cuff flat, then pulling fabric up on inside of trouser leg and stitching in place. Frayed edge is now inside trouser leg. Cover the tear with press-on mending tape.
If you have the scrap material cut from the trouser legs when trousers were purchased, a better solution is to cut stitches holding frayed cuff at seams and to rip out stitches inside of trouser leg. Open material, flatten it, and cut it off somewhere between the bottom of the trouser leg and the top of the cuff (in other words, on the inside layer of the cuff). Stitch the new fabric to old on a sewing machine. Then form new cuff. Press. Stitch end of material inside of trouser leg and stitch cuff to outside seams.
Belt loops off. Restitch at top or bottom as necessary. If ends of loops are badly frayed, remove loop. Make new one from scrap material or from excess material in cuffs or seams.
