If this does not correct problem, check whether one blade (or handle) is bent; then disassemble shears, place defective blade in vise and bend slightly. Do not exert too much pressure, especially on cheap shears.

Dull. If cutting edges are scissors-like, clamp shears in a vise and run a fine-toothed metal file up and down them several times. Be careful not to change the angle of the cutting edges.

If cutting edges are knife-like, take shears apart and sharpen on a carborundum stone.
