Adjusting arms stiff. They're undoubtedly rusted. Clean with emery cloth and apply oil.

Loose in frame, leaks cold air. Apply rubber weather stripping which has a flat nailing flange and a fat, round edge. Tack flange to edge of sash so that when sash is closed the round edge of the strip presses tight against the crack between the sash and the frame.
