Water runs steadily into toilet. Is stopper ball dropping squarely into the outlet seat? If not, see if rod is bent and make sure the guides attached to overflow pipe are in line. If this is not the problem, replace stopper ball with a new one of the same size. Clean the edges of the outlet at the same time.
Water runs into overflow pipe. Lift the copper or plastic float ball as high as possible. If this stops the overflow, bend the float rod downward slightly to lower the float. If overflow continues, unscrew float ball. If it is full of water, replace with a new one. If overflow still continues, release the screws that hold the float arm in place and lift out valve plunger in top of inlet pipe. Unscrew metal collar at bottom of plunger, remove the flat washer and install new one of the same size.
Tank does not fill enough. Bend float rod upward.
Drain clogged. See

Tank top broken. Make sure edges are clean and dry. Coat with epoxy glue and press together.
